Exposing Sexual Abuse in Texas Juvenile Facilities
The U.S. Department of Justice (DOJ) recently uncovered patterns of abuse and civil rights violations within the Texas Juvenile Justice Department (TJJD). According to Kristen Clarke, Assistant Attorney General of the DOJ’s Civil Rights Division, children in all five state-run TJJD facilities have been subjected to excessive force, sexual abuse, and other severe rights violations.
Investigation Findings
The DOJ’s extensive investigation, launched in October 2021, was prompted by complaints from advocacy groups reporting these facilities. The probe revealed systemic abuse at the following locations:
- Ron Jackson State Juvenile Correctional Complex in Brownwood
- Evins Regional Juvenile Center in Edinburg
- Gainesville State School in Gainesville
- Giddings State School in Giddings
- McLennan County State Juvenile Correctional Facility in Mart
Specific Violations and Consequences
The DOJ identified numerous instances of excessive physical force, including the use of pepper spray against minors. Additionally, children were often punished with prolonged isolation, leading to severe mental health issues such as depression, anxiety, paranoia, hallucinations, and increased risk of suicide.
Clarke emphasized the racial disparities in these facilities, noting that approximately 80% of the detained youth are Black or Latinx.
