The lawsuit alleges that an employee of Apex would frequently take two minor victims back to her residence, where Joseph Rosario also lived. The employee would leave the children alone in the home with Rosario. Joseph Rosario graphically sexually abused the children. Rosario was charged and convicted of 1st-degree sexual abuse, 1st-degree criminal sex act, and predatory sexual assault against a child. Rosario has a history of sexual abuse that the employee should have known about.
