This Wednesday, a former teacher from Westmont Hilltop Elementary School located at 675 Goucher Street in Johnstown, Pennsylvania was arraigned on accusations of sexually assaulting a second student when he worked at the school.
Shawn Edward Miller, 53, was arrested by the Upper Yoder Police Department and charged with felony indecent assault of a minor female victim – identified as Victim 2 – less than 13 years old. Miller is accused of assaulting Victim 2 between 2013 and 2018.
According to criminal documents, Victim 2 told police that Miller would grab her thighs and buttocks, tell her that he loved her, and invite her to visit his home.

This new charge follows allegations that Miller raped another student – identified as Victim 1 – in the same school in 2015. Testimony from a preliminary hearing on Wednesday described how Miller sexually assault Victim 1 in a music room closet. Victim 1 said that she was “terrified” of Miller, that “he had a lot of power over me” and “I was just a student.” In this case, Miller was charged with rape of a victim less than 13 years old, statutory sexual assault, and involuntary deviate sexual intercourse.
Cases of sexual abuse of children by their teachers have not only resulted in criminal convictions as in this case, but also civil judgments. It is also not uncommon for these abusers of children, like Miller, to have abused other children.
